Structuring for Success: Models of State-Owned Enterprise Ownership

State-owned enterprises (SOEs) play a vital role in Pacific economies, but blurred government roles and weak implementation of governance structures undermine the commercial performance and sustainability of many.

This policy brief argues that defining and separating the various roles of governments is critical to improving governance, reducing fiscal risks, and enabling SOEs to operate with the commercial discipline they require. Drawing on global trends and regional experience, the brief provides practical recommendations for Pacific policymakers to strengthen SOE oversight and improve performance.
