While legal frameworks in the Pacific increasingly support the commercial operation of state-owned enterprises (SOEs), the board nomination process in many countries remains subject to political influence. This policy brief challenges policymakers to consider a transparent and objective board nomination process—focused on attracting the specific skills, experience, diversity, and independent perspectives needed on each board—as critical to an SOE’s prospects of achieving its commercial and operational goals.
